A test earns authority only to the extent that it can separate the world where the claim is real from a world where the claim is false but the evidence still looks successful.
When the witness is absent, the environment refuses to return a verdict at all. Most work is honestly disproven or left unresolved. That refusal is the product — a verifier that could fake its own pass would be the one thing this exists to prevent.
