The Un-Fabricatable Referee.
Not a person, an organization, or a system. A bound relation that adjudicates claims of truth, compliance, and authority across any domain — its power derived solely from adherence to a committed rule, never from who is speaking.
Intelligence may propose. Reality must decide.
A claim is not reality because it resembles reality. The house is weak when a system can satisfy the judge without satisfying the world. The Referee exists to keep those two apart — to prevent any participant, human or machine, creator or creation, from converting a representation into the authority of the event it represents.
A test earns authority only to the extent that it can separate the world where the claim is real from a world where the claim is false but the evidence still looks successful.
How a claim is allowed to acquire authority.
Each object prevents one failure: replacing the target with a story, mistaking a surface for the whole, confusing domain content with the structure of evaluation, creator privilege, an unresolved bridge promoted to a resolved claim, self-sealing acceptance, an ungrounded success narrative.
Three papers stand behind the rule.
The Wall
The first unresolved relation beyond the highest point evidence actually supports. UNKNOWN is a coordinate, not an embarrassment.
The Masks of Reality
A surface can be accurate and still be incomplete. The error is not wearing a Mask — it is forgetting that it is one.
The Grammar of Compliance
The General Language reconstructs any world; the Grammar binds every participant, the creator included, to it.
The Masks are what reality can look like. The Wall is where looking is no longer enough. The Grammar is the rule no participant stands above.
A rule that can turn on itself.
- Rule 0 — Self-application. The constitution applies to itself. A rule that cannot be tested by its own terms is a doctrine.
- Article I — The supreme law. The Grammar of Compliance: no participant, the creator included, receives privileged exemption before the Wall.
- Article II — The three pillars. Reconstruct the world; bind every participant to it; let no verdict exceed the evidence.
- Article III — The Referee is bound. The Referee's own rules bind the Referee. It never operates in the world it judges.
- Article IV — Independence and auditability. No stake in the outcome; documented procedures; public records anyone can check.
The regress of authority terminates at a natural fact the designer cannot influence, or a public governance the designer cannot appoint — never at the designer's assertion.
Authorship is not authority.
- Creator-Symmetry. A creator may constitute a system, but creator-status confers no privileged evidentiary authority inside it.
- Creation-Symmetry. A creation may construct or reconstruct, but creation-status confers no authority to certify its own success.
- Identity-Irrelevance. Identity may explain provenance; identity alone cannot certify validity.
- No self-certifying value. No participant may convert authorship, recognition, confidence, or consent into authority merely by producing it.
Objectivity begins where changing the name of the claimant cannot change what the evidence has established. The verdict on an artifact is the same whether it is signed by the creator, the creation, a competitor, or no one at all.
No observer is outside the frame by default.
The machine inhabits an explicit sandbox. But the human observer also meets reality through bounded interfaces — perception, language, memory, institutions, incentives, time. Neither boundary is automatically the boundary of reality. The human belongs inside the epistemic model, or the framework silently turns human judgment into an unexamined oracle.
The conditions under which this fails.
A constitution that hid its own falsification would be the deepest Mask of all. These are stated plainly:

- —If the evaluator can satisfy its own acceptance without distinguishing success from a counterfeit.
The creator may write the rule. The creation may write the answer. Neither may write the truth of the answer.
